Philos Opens Wednesday in Mt. Vernon Philos mezze and wine bar will open Wednesday in the former Tel’Veh space at 401 Massachusetts Ave. NW in Mount Vernon Triangle. The restaurant, owned by Richard Jarrouj and Talal Orfaly, will feature small plates from the Mediterranean basin.
