Charlier Palmer Steak Closing Nov. 29
Charlie Palmer Steak, 101 Constitution Ave. NW, will grill its last steak on Friday after more than 22 years.
The power spot across from the U.S. Capitol opened in 2002. After lengthy discussions, the restaurant was unable to reach an agreement on the terms of a new lease with its landlord, according to a statement.
Celebrity chef Charlie Palmer’s namesake was known for lavish seafood towers, a 30-day prime dry-aged porterhouse for two and twice-baked potatoes stuffed with bacon and truffles. Top chefs manned its kitchen over the years. Dan Perron most recently left this fall to open Divino last week in the Glover Park Hotel.
“It has been an honor to be a part of this city’s culinary evolution,” Palmer said in the statement. “At this time, we look forward to focusing on our existing properties in New York and the west coast, as well as our new restaurant openings and hotel openings under our Appellation Hotels band.” The steakhouse has restaurants in New York City, Napa, Calif., and Reno, Nev.
Arrels by Pepe Moncayo Opens in New Arlo Hotel
Arrels by Chef Pepe Moncayo of Penn Quarter’s Michelin-starred Cranes opened in the new Arlo hotel, 333 G St. NW, on Nov. 18.
At Arrels, which means “roots” in Catalan, Moncayo calls on his Barcelona roots and experience in kitchens around the world to create modern dishes that combine local ingredients and traditional techniques with creative flourishes.
The 120-seat dining room and courtyard feature a chic but comfortable Spanish farmhouse aesthetic, perfect for dinner dates, business meetings and communal meals. In the kitchen, a charcoal grill and oven set the stage for Moncayo’s menu of grilled meats and charred vegetables, while rice and paella dishes bring the flavor of Barcelona to Capitol Hill.
Dishes include cod and Iberico ham croquetas, shrimp paella, mushroom fideua (short noodle paella), Waygu steak, pork shoulder, cuttlefish and fisherman stew. Desserts feature churros, egg custard with apples and pumpkin cheesecake.
The beverage menu features sangria and crisp gin and tonics.
Moncayo and his team also helm the menus for Bodega by Arrels, the hotel’s grab-and-go lobby café, and ART DC, the year-round rooftop bar with a Japanese and Pan-Asian menu that will open in December.
Bodega serves quick bites with cafe-style dining. It offers Spanish-inspired breakfast, lunch and grab-and-go options.
Breakfast dishes feature freshly made churros, egg sandwiches or a cortado combo. Heartier breakfast options include bowls and toasts like a smoothie bowl with açaí and fresh berries, avocado toast with optional Iberico ham or smoked salmon and the restaurant’s signature smoked salmon toast with lemon cream cheese and pickled onions.
Entrées include a mushroom fideua and seafood paella fried rice. “Combinado” plates feature regional specialties like catalunya with butifarra, sautéed beans and aioli, or donosti with txistorra, sunny-side-up eggs, piquillo peppers and potatoes. Sides include patatas bravas and seasonal salads. The eatery also has an extensive coffee and tea menu, such as seasonal offerings like cinnamon spiced latte, turmeric and honey latte or an Espana hot chocolate.
Arrels is open for breakfast from 7-11 a.m. Monday through Friday and 8-11 a.m Saturday and Sunday, and for dinner from 5-9:30 p.m. Tuesday through Sunday. Bodega is open from 7 a.m.-6 p.m Monday through Friday and 8 a.m.-5 p.m. Saturday and Sunday. Breakfast is served until 11 a.m. daily.
Capital One, José Andrés Partner on DCA Lounge
Capital One partnered with Chef José Andrés to open Capital One Landing, the bank’s newest lounge at Reagan National Airport last Tuesday.
It is Capital One’s debut of the chef-driven “Landing” lounge concept, with the next slated for New York’s LaGuardia Airport in Terminal B. Capital One also has lounges at Dulles International Airport, Denver and Dallas-Fort Worth.
Located at the entrance to Concourse D just before Gate D36, the lounge features a tapas-inspired menu and a dining room that looks more like a downtown restaurant than an airport lounge.
It is the latest entrant in luxury airport lounges, a race that includes Chase and AmEx looking to entice frequent flyers with its credit card perks. Travelers with the high-end Capital One Venture X credit card get complimentary access with a plus-one, while Venture and Spark Miles cardholders get in for $45. Non-cardholders pay $90.
Decorated with warm tones and art pieces, the 5,500 square-foot space is front-and-center inside Terminal 2’s National Hall just across from the entrance from security. Spanish tapas and craft cocktails are served tableside or at a bar, with views of the runway.
Travelers can order hot dishes through their table’s QR code (which takes 10 minutes or leas) and pick up everythings else from the tapas bar, while making use of power outlets at every seat and free high-speed WiFi.
The menu includes breakfast items like pan con tomate, Spanish bread with olive oil and ripe tomatoes; pincho de tortilla, a Spanish omelet with confit potatoes and caramelized onions; and xuixo, a crispy Catalonian pastry filled with vanilla or chocolate crema. The lunch/dinner menu includes gambas al ajillo, red shrimp confit with extra virgin olive oil and oloroso wine; a daily selection of croquetas; carne asada with mojo verde sauce; eggplant & tofu donburi; boquerones en vinagre, white Spanish anchovies cured in vinegar; and anchoas en aceite de oliva, Cantabrian Sea anchovies cured in salt and preserved in EVOO. Desserts include a burnt Basque cheesecake, flan and soft serve.
The drink menu includes a Landing Gin and Tonic with Mediterranean tonic and espresso martinis, wines and non-alcoholic mocktails.
A cafe-style area called “On the Fly” also sells sandwiches, snacks and beverages for those in a hurry. Non-cardholders can also shop, though Venture X and Venture X Business cardholders get half off on all items, including treats from the José Andrés Group brand.
Capital One Landing is open 6 a.m.-9 p.m. daily and the On the Fly cafe is open 5 a.m.-10 p.m. Venture X cardholders can make reservations ahead of time and join a waitlist through the bank’s mobile app.
Atlas Brew Works Opens at Reagan National Airport
Atlas Brew Works opened a new 2,425 square-foot bar and restaurant last Tuesday at Reagan National Airport.
The new restaurant across from Gates B10-B14 serves food, drafts and to-go beer.
The new location plans to serve two seasonal, rotating drafts, in addition to Atlas’ six “core beers, including the award-winning Silent Neighbor Stout. The stout recently won bronze at the U.S. Open Beer Championship and gold at the World Beer Cup in 2023.
The location will offer breakfast from 5-10 a.m. each day, with options including Belgian waffles, breakfast sandwiches, chicken and waffles and French toast. It also serves lunch and dinner options like salads, sandwiches, wings and pizza, plus a kids menu.
The restaurant will close at 9 p.m., 30 minutes after the concourse’s last flight.
This is Atlas’ fourth location, following two taprooms in D.C. and a third in Alexandria. The brewery also plans to open a fifth location in D.C.’s Bridge District neighborhood sometime in 2025.
La Tingeria Taqueria Opened Saturday in Port City
La Tingeria taqueria opened its third location at 3950 Wheeler Ave., Alexandria inside Port City Brewing on Saturday.
Food & Wine magazine recently named the restaurant as one of its top 50 taquerias in the U.S.
The restaurant offers a variety of tacos, including goat, beef birria and namesake chicken tinga, tostadas, quesadillas and new items such as lamb burger sliders and Sonoran hot dogs wrapped in halal beef bacon.
Chef David Peña’s authentic Mexican offerings are the perfect pairing for our local craft beers. Personally, I’ll take the chicken tinga taco with an Optimal Wit any day!”
La Tinga also has locations in Falls Church and Spotsylvania.
Quill & Crumb Opens in Folger Shakespeare Library
Quill & Crumb, a new café in the Folger Shakespeare Library’s newly renovated Great Hall, opened last Friday at 201 E. Capitol St. SE.
The café is the final stage of an $80.5 million renovation and 12,000 square-foot expansion. During lunch it serves shareables, soup, quiche, salads, sandwiches and paninis, tartines, coffees with house-made syrups and Harney & Sons tea. In the evenings, there will also be beer, wine, local ciders and seasonal cocktails.
It is open to the public, and no timed-entry passes or event tickets are needed in order to dine at the café.
The kitchen is run by Constellation Culinary Group, who also created the dining spaces at Hillwood Estate and the Philadelphia Museum of Art.
Menu highlights include English Waldorf salad with gem lettuce, celery, candied walnuts, Honeycrisp apple and Stilton cheese with shallot vinaigrette; salmon gravlax on toasted brioche with herbed chèvre, cucumber and radish; ham and brie panini with baby spinach and whole grain mustard; a shareable picnic with local cheese, Brightwood Bee Ranch honey, fresh berries, candied pecans and a baguette; pastries like lavender blackberry financiers and pain au chocolat; custom espresso drinks with house-made syrups; and Cadbury hot cocoa.
Quill & Crumb is open the same hours as the library: 11 a.m.-6 p.m. Tuesday, Wednesday and Sunday, and 11 a.m.-9 p.m. Thursday through Saturday. On evenings when there are performances in the theatre, the café will stay open through intermission.
Founding Farmers Coming to Alexandria in February
Founding Farmers will open its eighth location at 461 Swann Ave., Alexandria, in Oakville Triangle next February.
On Nov. 16, the Alexandria City Council unanimously approved an ordinance to allow outdoor dining on the restaurant’s sidewalk. The outdoor seating will wrap around the exterior of the restaurant, along Richmond Highway (Route 1) and around the corner to Swann Avenue. The ordinance allows for a “pergola, fencing and decorative plantings” to be maintained by the business.
The 9,200 square-foot restaurant will be open 365 days a year, with seating for approximately 245 diners, a full bar and the patio area. It will be built and operated sustainably. D.C.’s Lumber & Light designed the space and plans to pursue Green Restaurant Association certifications.
Pop-Up District Coming to Eden Center in December
After three years, a new food hall and lounge, Pop-Up District, will open next month at 6763 Wilson Blvd., Fairfax in the Eden Center.
The food hall in the former Cho Eden Supermarket will be a casual coffee and food destination during the day and a Vietnamese-inspired lounge for drinks, electronic dance music and dancing at night.
The 8,000 square-foot food hall has confirmed five restaurants and a bar:
- Eatsy, a Thai street food restaurant
- The Beat, a bakery and soft-serve Korean ice cream shop
- Sun-C, a Vietnamese street food restaurant
- Honey Pig Cupbop, a customizable Korean barbecue restaurant
- Doppo, a Vietnamese cafe and banh mi shop
- .08% Soulbar, a full-service liquor bar
A seventh stall is reserved for rotating businesses to temporarily sell products, thus the name Pop-Up District.
Pop-Up District will be open 7 a.m.-6 p.m. with breakfast and free WiFi for early risers and remote workers. Then from 6 p.m.-2 a.m., the space will host events like DJ nights, dance nights and live music performances. Potential activities are inspired by Saigon nightlife, which leans less heavily into alcohol than in the U.S.
Paris Baguette Coming to Germantown & Alexandria
Paris Baguette, a bakery and café, is opening at 21040 Frederick Road, Germantown, in the Milestone Center and 4616 Kenmore Ave., Alexandria, in the Seminary Plaza in December.
The bakery serves Korean and French baked goods, including a variety of cakes by the slice and whole, pastries, bread and sandwiches, along with hot and cold coffees and teas.
Paris Baguette opened its first Montgomery County location at 101 Gibbs St., Rockville, in Rockville Town Square in the summer of 2023.
Franchise agreements have been signed to expand across 25 states with about 200 locations currently in the U.S. The bakery is also opening a café on the ground floor of the new Sophia Bethesda Apartments at 4924 St. Elmo Ave., Bethesda.
The bakery also has nine DMV locations in Springfield, McLean, the Fairfax Hmart, Herndon, Centerville, Manassas and Ashburn.
Blazin Chicken & Gyro Opening 2 Fairfax Locations
Blazin Chicken & Gyro, a fast-casual restaurant that serves halal chicken tenders, gyros and more, will open its first Northern Virginia location at 7502 Leesburg Pike, Fairfax, in Tysons Station shopping center early next month.
The 1,849 square-foot eatery will be located next door to China King.
A second location will follow in early 2025 at 11001 Lee Highway, in Fairfax City’s Westfair shopping center, which is rebranding as Fairfax Junction, according to Federal Realty Investment Trust, the developer that owns both properties.
The restaurant will occupy 1,815 square feet in Fairfax Junction near CVS Pharmacy and two doors down from the recently opened boba tea cafe The Alley.
The two locations represent the chain’s first expansion into the DMV. It got its start in North Bergen, N.J., in May 2023 before expanding in New Jersey and New York City.
In addition to chicken tenders and gyros, the eatery serves burgers, subs, wings, waffles, crepes, milkshakes and more. All its food is halal.
The restaurant will be open 10:30 a.m.-3 a.m. Sunday through Wednesday and 10:30 a.m.-4 a.m. Thursday through Saturday.
Japanese Fusion Restaurant Coming to Clarendon
Oasis: The Listening Bar, a Japanese fusion restaurant and “listening bar,” is opening at 2940 Clarendon Blvd., Arlington, in Clarendon next year.
The concept is based on popular Japanese “HiFi bars” — spaces known for high-quality record players, loudspeakers and amplifiers, where customers focus on the music while enjoying a meal together.
It replaces Cava Mezze, which occupied the space for 12 years until it closed last November and aims to be family-friendly with a Japanese fusion menu and an espresso machine.
The 4,000 square-foot restaurant hired a sushi chef and an executive chef with Michelin-starred experience. It is from the team behind Sisters Thai. It seats 120 with room for 50 more on a patio.
Casa Majano’s Opens in Logan Circle
Casa Majano’s opened Friday at 1439 11th St. NW in the former Asian American space in Logan Circle.
The menu includes tamales, quesadillas, tacos and chimichangas.
The restaurant also serves shrimp and salmon, carne asada, lomo saltado, chile relleno and juevos rancheros. House specialties include fajitas and parrillada, grilled steak, chorizo, chicken, shrimp and pork ribs served with white rice and black beans, Mexican rice and warm flour tortillas.
Tatte Opens Second MoCo Location in Bethesda
Tatte opened its second Montgomery County location at 5400 Westbard Ave., Bethesda, last Wednesday.
Tatte opened its first Montgomery County and Maryland location at 7276 Wisconsin Ave., Bethesda March 2021. Another county location http://dconheels.com/2024/10/08/comings-goings-2/ under construction at 12232 Rockville Pike, Rockville, in the Towne Plaza is expected to open in late December or January.
The bakery and cafe offers pastries, desserts, brunch dishes and more. Some items on their menu include spinach and labne pita, cheese bourekas, halva bombs, a variety of shakshukas, coffees, salads and more.
Pastry chef Tzurit Or founded Tatte 15 years ago in her home kitchen, selling her creations at the Copley Square farmers market in Boston. Tatte has 15 other locations in the DMV including City Center DC, Clarendon, Dupont Circle, Foggy Bottom, Georgetown, National Landing, Old Town and Reston.
New Korean Soju Bar Opens in Westport
Noonchi, a beer and soju bar serving Korean street food, has replaced mahjong speakeasy Sparrow Room behind bao eatery Bun’d Up, 1201 S. Joyce St. C5, Arlington, in Westpost at National Landing, formerly Pentagon Row.
Noonchi, which translates as “eye measure” in Korean, means “reading the room”—something owner Scott Chung had to do when Sparrow Room’s chef, Andrew Lo, moved to California.
Chung decided to switch to something he is more familiar with and consulted his mother and other family members to develop the menu and recipes for the new concept. Sparrow Room’s dark decor remains, but the seating was changed to picnic tables that seat 40.
Appetizers, priced from $7-$9, include roasted corn with gooey mozzarella cheese, and gimmari, deep-fried, nori-wrapped vermicelli served with gochujang mayo. Another dish is sotteok sotteok, griddled skewers of Korean rice cakes and cocktail sausages with gochujang barbecue dipping sauce.
Entrées, which are $13-$21, include Korean double-fried chicken and galbi — grilled short ribs marinated in soy, sesame and ginger — served with cucumber salad, rice and kimchi. Jeon, crispy, savory pancakes, are stuffed with shrimp, veggies or kimchi and cut into wedges like pizza.
With colder weather coming, check out the oxtail soup ($19) or the kimchi jjigae ($15), a hearty soup made with tofu, kimchi, bacon and daikon radish, or gamjatang ($16), a spicy pork neck and potato stew.
California Fish Grill Opening in Rockville in June
California Fish Grill, a West Coast chain that serves variety of fish and seafood dishes, will open its first East Coast location at 12238 Rockville Pike, Rockville, in the former Five Guys space next June.
The restaurant serves 100% sustainable seafood rated “Best Choice” or “Good Alternative” by the Monterey Bay Aquarium Seafood Watch or Eco-Certified by a third-party. The menu includes grilled seafood dishes such as ahi tuna, sea bass, giant shrimp, tilapia and salmon. Most come with a bed of rice and a side of fresh vegetables. The eatery also serves bowls, fish sandwiches and wraps, fish and shrimp tacos, salads and fried seafood.
Several types of seafood served by the restaurant are wild-caught such yellowfin tuna, sockeye salmon, clams and squid, according to the restaurant’s website. Others are farm-raise, including Louisiana Delta catfish, tilapia, shrimp and sea bass.
Canadian Barrio Burrito Bar Coming to Silver Spring
Canadian-based Barrio Burrito Bar is coming to 2255 Bel Pre Road Space 20, Silver Spring, in the space previously occupied by T Mobile in the Plaza De Marcado shopping center.
The company was founded in 2005 in Toronto as BarBurrito Fresh Mexican Grill, which it still uses in Canada, and grew to be Canada’s largest Mexican food franchise with more than 340 locations. It expanded to the U.S. in 2020 under the name Burrito Bar, with restaurants in Michigan and Dover, Del., then rebranded again this year to Barrio Burrito Bar with plans to open more than 500 U.S. locations. One opened recently in Kona, Hawaii.
The restaurant serves burritos, bowls, tacos, quesadillas and fries, with unique choices like bang bang shrimp, jerk chicken and falafel, alongside traditional burrito recipes.
Barrio Burrito will also open a location in White Marsh Plaza north of Baltimore.
Bethesda Bagels Coming to Potomac Next Summer
Bethesda Bagels is planning a new location at 7951-A Tuckerman Lane, Potomac, in the Cabin John Village shopping center late next summer.
The center is also home Colada Shop, The Grove, Capo Italian Deli and Cava.
The family-owned business has been looking for places to expand in Montgomery County. The chain operates shops in Bethesda Row, Bethesda’s Wildwood shopping center and Rockville’s Fallsgrove Village Center.
The 2,800 square-foot store is larger than the chain’s other locations and will have indoor and outdoor seating. It will offer a front-window view of workers hand-rolling bagels.
Bethesda Bagels was started in 1982 by Stephen Fleishman in Bethesda Row. Now, his sons Danny, Lee, Noah and Josh own the local chain. Since 2017 the bagel shop has expanded around the DMV and has shops in Rosslyn and Navy Yard in addition to the three in Montgomery County.
Asia Bistro Shutters in Pentagon City
After two decades in business, Asia Bistro, 1301 S. Joyce St., Arlington, in Pentagon City shut its doors permanently on Nov. 13.
The sushi restaurant and bar in Westpost at National Landing – formerly Pentagon Row — announced the closure on Facebook. It opened in 2002.
“From our signature sushi rolls to comforting bowls of ramen, crispy spring rolls,and refreshing boba tea, we’ve had the privilege of being part of so many memorable moments,” the restaurant said in the post. “Our bar was a gathering spot for friends, families and sports fans alike, and many of you have become like family to us, returning year after year even after moving away.”
The restaurant’s sushi chef and full-time staff will move to nearby sister restaurant Saigon Saigon, 1101 S. Joyce St. in the same shopping center. Saigon Saigon will offer Asia Bistro’s happy hour items, sushi and bestsellers like chicken wings and steamed bao buns.
El Mercat Bar de Tapas, a Spanish restaurant in Rockville, hopes open a second location in Asia Bistro’s space in early 2025.
Meanwhile, Bees & Tea, Asia Bistro’s bubble tea spinoff, opened Nov. 4 in a standalone structure in Westpost’s courtyard. The cafe, which started inside Asia Bistro, serves bubble tea, appetizers, soft serve ice cream and taiyaki, or Japanese fish-shaped waffles.
Krave Restaurant & Lounge Shutters on Connecticut
Krave Restaurant and Lounge, 1736 Connecticut Ave. NW, has closed.
Krave opened in May 2023 in space that was formerly Le Mirch, Dalchinni, Karma Kitchen and Polo India Club. It served Southern staples like shrimp and grits, blackened catfish, Cajun-spiced linguini and buttermilk-battered fried chicken sandwiches.
Weekends featured brunch with bottomless mimosa “towers” for two, steak and eggs, omelets, burgers topped with fried eggs and chicken and waffles.
The 89-seat Black-owned restaurant was decorated with framed portraits of 90s icons like Missy Elliott, the Notorious B.I.G. and Michael Jordan with sitcoms on loop and arcade games Pac-Man and Street Fighter.
Bark Social Files Bankruptcy, Closes Area Locations
Bark Social, with locations at 935 Prose St., North Bethesda, in Pike & Rose and 529 E. Howell Ave., Alexandria in the Del Ray neighborhood, declared bankruptcy last Thursday and closed all its locations.
The dog park/café/bar made the announcement on social media Thursday evening.
“To Our Community, It’s never easy to say goodbye. After year of hospitality and being the gathering spot for our dog-loving communities, Bark Social will be closing our doors at the end of business today, Thursday, November 21,” the company wrote in an Instagram post Thursday night. “We know this is abrupt, but as a small start-up, Bark Social relies on investors to fuel its growth. The company was in the middle of a growth round when financing that was expected fell through. To do right by its team member who are the heart and soul of the company, Bark Social has made the tough decision to close its doors today and will enter bankruptcy.”
Bark Social in North Bethesda opened in the fall of 2020. In Del Ray, it acquired Barkhaus in October 2023 and added liquor and a boutique. The membership-based dog park and lounge offered food and drinks for customers and their canines and featured an evening “Yappy Hour” and other special events.

Tysons Galleria’s Cheesecake Factory to Close, Move
The Cheesecake Factory in Tysons Galleria is closing on Nov. 30 as it prepares to move across the street to a new location in Tysons Corner Center.
The new location opens at 11:30 a.m. on Dec. 5 in the mall’s east end next to Seasons 52.
Diners will be able to enjoy the same 250-plus dish menu and 30-plus cheesecakes in a new, contemporary dining space.
The Cheesecake Factory opened its Tysons Galleria location in 2003. The restaurant’s move to Tysons Corner was first announced in February. Diners can also find locations in Arlington, Fairfax, Dulles, Woodbridge, Bethesda, McPherson Square and Friendship Heights.
Hunan Village Closes in Arlington After 39 Years
Hunan Village, 4775 Langston Blvd., Arlington, closed after 39 years after its owner was in a car accident and not able to work any more.
The Chinese restaurant first opened in 1985. It has had three owners over the years.
The restaurant served dozens of dishes from noodle soups and beef with broccoli to egg foo young and moo shu pork.
Following Hunan Village’s closure, building owner Triple Net Investment Group intends to find another restaurant tenant for the space, at the end of a low-slung commercial strip near North Glebe Road.
Hunan Gate in Ballston Closing in December
Hunan Gate, a long-time, family-owned Chinese restaurant at 4322 Fairfax Drive, Ballston, will close next month after four decades. It will be replaced by a Performance360 gym.
According to a sign in the window, the owners expressed gratitude and said the restaurant is selling all its equipment.
The restaurant near the Ballston Metro station has different owners than Hunan Village in Arlington that recently closed after about 40 years in business.
Hunan Gate’s owners plan to retire.
Performance360, a gym offering group strength training classes, plans to open in June.
